- By putting the rights of people with disabilities at the heart of everything we do, NCPEDP aims to empower people with disabilities through appropriate legislation, encouraging employment of people with disabilities, creating awareness on disability issues, and promoting accessibility in public spaces, products, services and technologies.
- NCPEDP has a pan India presence through the National Disability Network (NDN). Formed in 1999, NDN has members from the majority of States and Union Territories of the country.
- NCPEDP has also constituted the National Committee on the Rights of Persons with Disabilities (NCRPD) consisting of disability sector leaders and experts from across the country, that meet at regular intervals to discuss ongoing pertinent issues concerning people with disabilities and to plan a viable strategy to address their issues.
- For the last 25 years, NCPEDP has been advocating for viewing the issues of disabled people with a rights-based approach and equality and gender-based lens; subsequently moving away from traditionally held views of charity and welfare. Since 1996, NCPEDP has successfully advocated for several policies that have positively impacted the lives of thousands of people with disabilities.
A Tribute to Javed Abidi

Javed Abidi was the pioneer of the cross-disability movement in India. Javed strongly believed that empowerment of persons with disabilities is connected to education, which in turn hinged on accessibility. And all three are not possible without enabling laws and policies.
Our Networks
Building Bridges for Disability Inclusion
National Disability Network
Disability for long has been seen as merely a charity/welfare issue and not as a human rights issue in our country. NCPEDP felt that people with disabilities, disability groups and Disabled People’s Organizations (DPOs) should be encouraged to take the leadership role in this crusade. It was with this in mind that the ‘National Disability Network’, (NDN) the first of its kind in India was formed in 1999. With members from every State and Union Territory, the main goals of the Network have been to promote local advocacy groups and build leadership in the disability sector; to facilitate local advocacy groups to join hands with state-level groups to eventually form a national network that will act as a pressure group to influence meaningful policies at various levels – village, block, district, state and national.
National Committee on the Rights of Persons with Disabilities
The National Committee on the Rights of Persons with Disabilities was constituted by NCPEDP in 2008, as a think tank that could plan strategies and develop advocacy campaigns for the inclusion of disability into the national agenda. The Committee has designed and led NCPEDP’s key advocacy campaigns, playing a central role in bringing disability to the forefront of national consciousness. Its efforts have been instrumental in drafting milestones in policies such as the Bill on the Rights of Persons with Disabilities and the National Policy on Universal Electronics Accessibility. The Committee’s current focus is on improving accessibility, with advocacy efforts ongoing with the Ministries of Railways, Communications & Information Technology, Information & Broadcasting, Housing and Urban Affairs and NSSO.
Disabled People’s International (India)
While not limiting its work only to India, NCPEDP also has a global footprint by being a Member of National Assembly (MNA) from India of the Disabled People’s International (DPI) – the world’s first successful cross-disability Disabled People’s Organization (DPO) registered in Canada in 1981 with a presence in more than 130 countries across seven regions. Through DPI, NCPEDP helps include participation from India in events like the Conference of State Parties organised in the United Nations every year and in projects like the Zero Project, mainstreaming of leprosy in the disability movement, to name a few.
Commonwealth Disabled People’s Forum
A global consortium working towards the promotion and equalization of opportunities for all disabled people. The organization aims to advocate for the ratification and implementation of the UN Convention on the Rights of Persons with Disabilities and the Sustainable Development Goals in every Commonwealth country and develop inclusive policies.
Disability Rights Group
Disabled Rights Group (DRG) is India’s first platform for a cross-disability advocacy group founded by Late Mr Javed Abidi in 1993. DRG, a political lobby group on the rights of persons with disabilities, has led several successful advocacy campaigns leading to the onset of India’s Disability Rights Movement. Some notable resultants of successful campaigns by DRG are promulgation of India’s Disability Act 1995, the inclusion of disability in the 2001 and 2011 Census, inclusion of people with disabilities and disability experts in relevant steering committees of 12th Five-Year Planning, speedy ratification of UN Convention on the Rights of Persons with Disabilities by India and finally drafting of a new disability rights legislation in letter and spirit, post India’s ratification of the UNCRPD in 2007. Its sustained advocacy efforts also led to the formation of the Department of Disability Affairs and the Indian Sign Language Research and Training Centre (ISLRTC).
Indian Forum for Rehabilitation and Assistive Technology
Indian Forum for Rehabilitation and Assistive Technology is an informal network made up of persons with disabilities, organizations of persons with disabilities(OPD), family members with a person with a disability, Community Based Rehabilitation practitioners, other service providers, representatives of children, women, and older people with disabilities. The organizations’ objective is to improve the quality of rehabilitation services for all at different levels and increase the coverage. It advocates with the Ministries of Health and Family Welfare and Social Justice and Empowerment of Government of India to ensure that Community based Rehabilitation has a central emphasis as a strategy for delivery in the World Health Assembly resolution on attaining the highest standard of health for persons with disabilities.

Year : 1999
Employment
Confederation of Indian Industry (CII) constituted a core group to evolve a policy on disability for the private sector.
Cyber Media India Ltd., a leading IT publishing house, ran a campaign to sensitize the IT sector on disability issues.
Findings of our NGO and Corporate Research Study prove to be eye – openers for people working in the sector and outside it.
Seminar series on ‘Employment Opportunities for Persons with Disabilities’ provides a platform to discuss, debate and analyze the issue, and to work out a concreate action plan.
NCPEDP’s engagement with the Ministry of Finance resulted in the revision of the Public Procurement Policy which mentions accessibility for persons with disabilities in all procurement procedures under Chapter 1.

Accessibility
The National Institute of Design (NID) launched a diploma programme titled ‘Design for the Disabled’
The Hotel Association of India (HAI) released a set of illustrative guidelines for disabled friendly facilities to be provided by their member hotels.
The Archaeological Survey of India (ASI) announced its policy to make all historical monuments in India accessible to persons with disability
NCPEDP’s advocacy effort with the Ministry of Electronics and Information Technology resulted in the issuance of the revised Guidelines for Indian Government Websites (GIGW) which also include accessibility standards for mobile application.
NCPEDP had provided the base document on which the Draft Guidelines for Accessibility Standard for ICT have been formulated. The Draft is currently at the LITD 35 Committee after receiving feedback and comments from the disability sector.
NCPEDP had advocated with the Ministry of Information and Broadcasting for implementation of the accessibility standards framed in Sep 2019 across all TV channels.
Efforts were also made to ensure the extension of accessibility standards to the OTT platforms as well as including accessibility features for persons with visual impairment.

Education
University Grants Commission (UGC) launched two schemes – one to provide assistance to universities/ colleges to start special teacher preparation courses at the B.Ed/M.Ed levels and another to provide for appropriate facilities for persons with disabilities at educational institutions.
Service commission (UPSC) conducted the civil services examinations in an accessible and disabled friendly environment for the very first time in 2001.
NCPEDP submitted comments on the draft National Education Policy. As a result of its sustained advocacy efforts children/persons with disabilities were given due recognition in the Policy.

Advocacy
Our partnership with the Human Rights Law Network, a leading group working in the area of human rights, results in sensitization of the legal community on disability issues.
Government includes disability as a category for data collection in Population Census of 2001. This was a landmark achievement since, for the first time, a sincere effort was made to collect data on disability in India.
The National Advocacy Workshop on the Disability Act resulted in a document titled, ‘Call for Action’ which listed actions that should be taken by various sectors in order to further initiate the implementation of the Act.
World Disability Day celebrated on 3rd December, becomes a national movement of solidarity.
NCPEDP initiated strategic advocacy with Ministry of Social Justice and Empowerment through the Department for Empowerment of Persons with Disabilities on the inclusive disaster management. The ‘National Disaster Management Guidelines on Disability Inclusive Disaster Risk Reduction’ and the state ‘Comprehensive Disability Inclusive Guidelines to States and Union territories for protection and safety of persons with disabilities in light of the pandemic give a major role to Disability Commissioners to ensure that no persons with disability is left behind in a disaster.
A National Webinar with MSJE officials as well as Disability Commissioners from across the states as well as Civil Society Organizations was also held.
