Scheme of National Award for the Welfare of Persons With Disabilities

In 1969, the Government of India approved a Scheme for giving National Awards to outstanding employers of disabled people as well as the most outstanding employees. The scheme has been subsequently amended to include awards to placement officers, eminent individuals efficient/outstanding employees with disabilities, outstanding institutions and inventions by technologists, adaptability of innovation to provide cost effective technology and outstanding creative disabled individual.

Awards are also given to the government sector including municipalities, local bodies, public sector undertakings and private enterprises for creating barrier free environments for disabled people.

The following awards are presented every year on 3rd December - International Day of Disabled people.

1. Best employees (including self-employed) with disabilities

There are 4 awards of Rupees 25,000 for disabled employees. One award each in the categories of visually impairment, hearing impairment orthopaedic disability, mentally disability. Nominees must be people working in government, statutory bodies, corporations, local bodies, and public sector undertakings of central and state governments, private sector organisations. There are also 16 consolation awards of Rupees 15,000 each in this category. Seven of 20 awards are reserved for eligible women applicants.

2. Best employers and placement officer/ agency for placement of persons with disabilities
(Government Sector, PSU and Private Sector)

Separate awards are presented to outstanding employers, who provide employment to disabled people including disabled employers/entrepreneuRupees

One award of Rupees 50, 000 cash, a shield, a citation and a certificate is given to the best employer. The remaining 17 awards are consolation awards of Rupees 15, 000 each. Five of these awards are available to eligible women.
In addition, there are four awards under the category for placement officer/agency of person with disabilities. One award for best placement officer/agency of disabled people gets Rupees 25, 000. The remaining three runners up get Rupees 15, 000 each.

3. Best individual and institution for the cause of persons with disabilities

Best Individual
Five national awards include one prize of Rupees1, 00,000 and four consolation prizes of Rupees 15, 000.

Best Institution
There are 6 national awards under this category. One award of Rupees 1, 00,000 is given to the best institution. Five consolation prizes of Rupees 25, 000 each are also given in this category. Three of the prizes will go to institutions that provide rehabilitation services and remaining three will go to those providing education to disabled people.

4. Best technological innovation for the cause of disabled
and adaptability of innovation to provide cost-effective technology

One award of Rupees1, 00,000 is given to the outstanding innovation technology. Two further awards of Rupees 50, 000 each are earmarked for the adaptability of innovation to provide the most cost-effective technology. Out of these two awards one will preferably be given to woman.

5. Outstanding creative individual with disabilities

Two national awards of Rupees 50,000 each are given to outstanding creative people – one male and one female for outstanding creative work

6. Outstanding work in the creation of barrier-free environment for people with disabilities

One award each will be given for the outstanding work in creation of barrier free environments in the government sector, public undertaking and the private sector.

7. Role model award

The award goes to a disabled person who can be an exemplar for other disabled citizens. Two awards in this category are reserved for eligible women applicants.

8. Best district in providing rehabilitation services

The award is for the best district for providing rehabilitative services to people with disabilities.

9. Best local level committee of National Trust

This consists of one award for the Best Local Level Committee.

10. Best creative child with disabilities

Two national awards are given to outstanding creative disabled children – one boy and one girl for outstanding creative work.
